For years, Europe’s most discerning buyers chased the same handful of addresses — a villa above Saint-Tropez, a palazzo on Lake Como, a home in Sotogrande. While buyers continued to flock there, a quieter opportunity has been taking shape on Montenegro’s Luštica Peninsula.

Luštica Bay sits along 3.5 miles of pristine Adriatic shoreline in the Bay of Kotor — a dramatic coastline ringed by limestone mountains that drop sharply to the water’s edge. The bay’s shores are UNESCO-protected, recognition of a coastline where medieval villages, Venetian-era churches and Illyrian fortifications have survived largely intact for centuries.
Luštica Bay is Montenegro’s largest greenfield development, set within this protected landscape. The €1.5 billion project spans 1,700 acres and has already sold more than 1,000 properties to buyers from over 50 countries. With residences starting from €390,000, Luštica Bay offers entry into a market that remains significantly undervalued relative to comparable destinations in France, Portugal, Spain and Italy — with a location and residential amenities that rival all four.
The development is organised across four distinct neighbourhoods: Marina Village, Centrale, Horizon and The Peaks. The waterfront is at the heart of Luštica Bay; a 115-berth marina, five private beaches and a three-mile coastal path. Gary Player’s signature 18-hole championship course — Montenegro’s only one — sits above the bay and is on track for completion in 2028, with early indications placing it among the top 10% of championship courses in the world.

Two hotels are already open. The five-star Chedi Luštica Bay, a member of The Leading Hotels of the World, and the boutique Hotel Centrale by Angsana sit within the development, with five more hotels planned as the community expands to welcome visitors alongside residents.
Despite the scale of the Luštica Bay project, 90% of the land is dedicated to nature preservation, ensuring the landscape that makes it so exceptional remains intact as the destination grows.
Beyond the beaches, the peninsula rewards exploration - on clear nights, an astronomer brings Illyrian cosmology to life beneath some of Europe’s darkest skies. Charter yachts run day trips along the coastline. Minutes away from Luštica Bay, the UNESCO-protected old town of Kotor, the Venetian Baroque village of Perast and the dramatic landscapes of Durmitor National Park sit within easy reach. Luštica Bay is less than an hour from Dubrovnik and minutes from Tivat International Airport — accessible, but unhurried.
The investment case is clear. Montenegro is an EU candidate country targeting accession in 2028, a timeline that has historically driven significant property value appreciation in comparable markets. The country offers a highly competitive tax environment, and Luštica Bay has recorded average annual capital appreciation of 13%.

Montenegro’s immigration framework is straightforward by European standards, and a purchase at
Luštica Bay can be the cornerstone of a relocation as much as an investment.
Buying a property worth €150,000 or more qualifies the buyer for a property-based residence permit. Issued for one year and renewable annually, it establishes the legal foundation for life in Montenegro. After five years of continuous residency, holders may become eligible for permanent residency.
For those not yet ready to buy, or looking to test the lifestyle first, Montenegro’s digital nomad visa offers a flexible alternative. To qualify, applicants must demonstrate they work for a client based outside Montenegro, earn a minimum of €2,010 per month, and hold private health insurance. The visa is applied for through the Montenegrin embassy, lasts two years, and is renewable for a maximum total stay of four years. Notably, nomad visa holders who spend fewer than 183 days a year in Montenegro are not considered tax residents and pay no local income tax on foreign-sourced income — a meaningful advantage for location-independent earners.
