What Menlo Park Homeowners Can Build in 2026, From ADUs to Additions

A couple in the Willows has a 1948 two-bedroom on a 6,000-square-foot lot, a parent who needs to be closer, and a grown child who cannot afford rent within thirty miles. Five years ago their options were an expensive second story or a move. In 2026 they have a detached cottage in the backyard, a converted garage, a lot split, or an addition, and the city has to say yes to more of those than it used to.

That change did not happen overnight. A decade of state housing law has steadily taken the discretion out of accessory dwelling unit approvals, capped what cities can require, and shortened review clocks. Menlo Park, like every California city, now applies those state minimums and layers its own objective standards on top. Knowing which rules are doing the work is the difference between a project that sails through and one that stalls at the counter.

The rules that shifted, in plain language

State law now requires cities to allow a detached ADU of at least 800 square feet on a single-family lot, with side and rear setbacks of no more than four feet, regardless of local lot-coverage limits. A junior ADU of up to 500 square feet can be carved out of the existing house. A garage can be converted without replacing the parking spaces it held, and cities must act on a complete ADU application within 60 days.

Two other shifts matter for Menlo Park. Cities can no longer require the owner to live on the property for a standard ADU, which opens the door to renting both the main house and the unit; junior ADUs remain the exception. And the state's lot-split law allows many single-family parcels to be divided into two, each of which can carry a home and an ADU, subject to objective design standards rather than a public hearing.

On the construction side, the 2025 California Building Code took effect on January 1, 2026, so any plan set drawn last year needs a check against the new energy provisions before submittal.

ADU, addition or interior remodel: which move fits your lot

The detached ADU suits a deep lot with a usable rear yard and a household that wants separation: a parent, an adult child, a tenant. It has the most predictable approval path and the clearest financial logic, but it also consumes the backyard and needs its own utility connections.

The addition suits families who want more house rather than a second household, and it makes sense on lots where the setbacks and floor-area limits leave room to grow. It is the option most affected by local zoning, so the first call should be to someone who does home remodeling in Menlo Park regularly and can read the floor-area math for your district before you fall for a plan.

The interior remodel, opening a closed kitchen, reworking the bathrooms, adding a proper laundry, suits the many 1950s ranch houses in Suburban Park and Lorelei Manor that are the right size but the wrong layout. The threshold question is whether the structure is worth the investment, which is exactly what people mean when they talk about what good bones really means for a remodel.

A pre-design checklist for a Menlo Park lot

Before paying for drawings, gather the answers to these:

  • Zoning district, allowed floor area and building height for the parcel, from the city's zoning map

  • Heritage trees on or near the building footprint, which the city protects with a permit process of its own

  • Flood zone status, especially for properties east of Highway 101 and near the bay

  • Electrical panel capacity and whether the service can support an all-electric unit or a heat pump

  • Age and condition of the sewer lateral, which an ADU will share with the main house

  • Site drainage and soil type, since parts of the city sit on clay that moves seasonally

Any one of these can change the design; two or three together can change which project makes sense at all.

What the build is really like

Menlo Park is a small city with close neighbors, mature trees and a construction-hours ordinance, so a backyard ADU is a shared experience whether you intend it or not. Expect design and permits to run several months, the ADU build six to nine months once concrete is poured, and a second-story addition longer because the existing roof comes off.

Access is the constraint nobody anticipates. Many lots in Allied Arts and the Willows have narrow side yards, so materials arrive by hand and excavation happens with small equipment. That does not stop the project, but it lengthens it, and a builder who has worked these streets will say so in the schedule rather than discovering it in month two. Firms such as Primework Construction that build ADUs across the Peninsula design for the access first and the floor plan second for this reason.

Utilities are the other reality. A separate address, a separate meter if you want one, fire sprinklers in some cases, and a sewer connection that may require a new lateral all take coordination with agencies outside the building department. Build that time into the plan.

Common questions

Can we build an ADU and an addition at the same time? Yes, and combining them under one permit set often saves a second round of review, though the total floor area still has to fit the district limits.

Does an ADU need its own parking space? Not when it is within half a mile of public transit or created from an existing garage, which covers a large share of the city.

Will the ADU raise property taxes on the whole house? The new construction is assessed and added to the existing base, but the original house is not reassessed, so the increase reflects only the value of what was built.
